Cross-Industry Policy and Spatial Analysis:
The Public Advocates Office represents residential and small
business interests at the California Public Utilities Commission.
Our mission is to ensure that customers receive safe and reliable
utility services at the lowest possible rates. We participate in
Commission proceedings and processes, including workshops,
rulemakings, investigations, hearings, utility filings and other
forums. These processes set how much customers pay for their
utilities, the quality of service they receive, and the rules
companies must follow to maintain safe and reliable service. The
Communications and Water Policy Branch (CWP) leads the Public
Advocates Office's policy development on matters related to the
communications and water industry. The Cross-Industry Policy and
Spatial Analysis section in the CWP Branch will work on policies to
achieve universal access to broadband service in California,
customer protections for water service, hold companies accountable
for delivering reliable and affordable communication and water
services, and conduct quantitative and qualitative research on
communications services and water policies that impact Californians
every day. The Cross-Industry Policy and Spatial Analysis Section
also manages activities related to the Public Advocates Office
Geographic Information Systems (GIS) data strategy, including but
not limited to, operation and maintenance of the Division's GIS
platform, internal procedures, data governance, data management,
and data products in support of the Division's analysis of
cross-industry utility GIS data including energy, communications,
and water.

Under the general direction of CWP Branch's Program Manager, the
incumbent is responsible for planning, organizing, coordinating,
and supervising the work of the Cross-Industry Policy and Spatial
Analysis Section. The incumbent's primary responsibilities include
managing workload; structuring and assigning work to staff;
overseeing the completion of staff work product in formal and
informal CPUC cases, research activities, and Geographic
Information Systems (GIS) activities; reviewing staff work products
for policy consistency, accuracy and overall quality; evaluating
and advising the Public Advocates Office management on complex,
high profile, and controversial issues; assessing and giving
feedback to staff regarding their development and work performance,
including organizing, planning and securing training for staff;
conducting hiring activities, and any necessary disciplinary
action; providing technical expertise and input on Section
activities; and, performing general administrative duties such as
contract management, website content, and attendance at management
meetings, workshops and other forums.
You will be part of projects working to achieve universal access to
broadband across California and develop customer protections for
water service including but not limited to customer protections
during a declared state of emergency. Furthermore, you will manage
cross-industry research activities to support the branch's policy
development on communications services and water industry topics to
protect California customers, including people with disabilities,
low-income households and other disadvantaged and marginalized
communities to advance social justice. You will manage highly
specialized and varied research data analytics such as GIS analysis
in support of the Public Advocates Office's advocacy related to the
water, communications, and energy utility industries.
